Mamin was born in 1965. Graduated from Tselinograd Construction-Engineering Institute, the Plekhanov Russian Economic Academy with majors in construction engineering and economics.
He began his career as an installer at Tselintyazhstroi Trust and later became an entrepreneur. He also worked as Deputy Director General of the Union of Innovation Enterprises of Kazakhstan, and was Director General of a Kazakh-German joint venture. Throughout his career he has served as First Deputy Akim (Mayor) of Akmola city, Deputy Chairman of administrative board of Akmola special economic zone, Vice-Minister of Transport and Communications, First Vice-Minister of industry and Trade, Minister of Transport and Communications of the Republic of Kazakhstan.
In September 2006, he was appointed by president Nursultan Nazarbayev to Akim (Mayor) of Kazakhstan's capital city Astana.
