At the end of the armed face of the
Mexican War of Independence with the signing of the Treaty of Córdoba onSeptember 28 ,1821 , the Supreme Government Junta designated a Council of the Regency which ruled untilAgustín de Iturbide proclaimed himself emperor. By a royal decree ofNovember 8 ,1821 the government was organized in four Secretariats. One of them was called "Secretariat of Internal and External Affairs". Among other functions, it was in charge "of anything purely State matter and in case of the emperor's absence, of the propper dispatch of the empire's affairs".The "Secretariat of Internal and External Affairs" continued to exist during the federal republican governments, until the creation of the first centralist republic; the position of a Minister of the Interior was created, separating internal and external affairs.General
Antonio López de Santa Anna reorganized the Executive Power based on the Constitution ofApril 22 ,1853 . In its First Section, five State secretaries were created. One of them called the "Secretariat of Internal Affairs, Justice, Ecclesiastic Business and Public Instruction".During the
Second Mexican Empire , according to its Provisional Statute ofApril 10 ,1865 , a "Ministry of the Imperial House for Government" handled the internal affairs for EmperorMaximilian I .By a
December 9 ,1913 Decree byVenustiano Carranza , a reorganization of the Public Administration was made.
