The Secretaría de Gobernación (translated as the "Secretariat of the Interior"), often shortened to SEGOB is the Cabinet-level agency of Mexico responsible for administering the country's internal affairs, similar to other country's Ministers of the Interior. It is administered by the Secretary of the Interior.

It is headquartered in the Cobián Building at 99 Bucareli St., in the Cuauhtémoc borough of México, D.F.

History

At the end of the armed face of the Mexican War of Independence with the signing of the Treaty of Córdoba on September 28, 1821, the Supreme Government Junta designated a Council of the Regency which ruled until Agustín de Iturbide proclaimed himself emperor. By a royal decree of November 8, 1821 the government was organized in four Secretariats. One of them was called "Secretariat of Internal and External Affairs". Among other functions, it was in charge "of anything purely State matter and in case of the emperor's absence, of the propper dispatch of the empire's affairs".

The "Secretariat of Internal and External Affairs" continued to exist during the federal republican governments, until the creation of the first centralist republic; the position of a Minister of the Interior was created, separating internal and external affairs.General Antonio López de Santa Anna reorganized the Executive Power based on the Constitution of April 22, 1853. In its First Section, five State secretaries were created. One of them called the "Secretariat of Internal Affairs, Justice, Ecclesiastic Business and Public Instruction".

During the Second Mexican Empire, according to its Provisional Statute of April 10, 1865, a "Ministry of the Imperial House for Government" handled the internal affairs for Emperor Maximilian I.

By a December 9, 1913 Decree by Venustiano Carranza, a reorganization of the Public Administration was made. Eight secretariats were created, including a Secretariat of the Interior with government, police, labor and charity attributions.The dependency began to properly develop its attributions as being responsible for the internal policy and governability, it institutionalized the national political process in terms of the revolutionary project established by the constitution.

Organization

A number of decentralised agencies come under the overall responsibility of SEGOB, including Instituto Nacional para el Federalismo y el Desarrollo Municipal (INAFED), Centro de Investigación y Seguridad Nacional (CISN), Instituto Nacional de Migración, and the Instituto Nacional de Estudios Históricos de las Revoluciones de México.
