It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isDziałdowo , which lies convert|65|km|mi|0 south of the regional capitalOlsztyn . The only other town in the county isLidzbark , lying convert|25|km|mi|0|abbr=on west of Działdowo. (This should not be confused withLidzbark Warmiński , another town in Warmian-Masurian Voivodeship, which is the seat ofLidzbark County .)The county covers an area of convert|953.18|km2|sqmi|1. As of 2006 its total population is 65,110, out of which the population of Działdowo is 20,824, that of Lidzbark is 8,261, and the rural population is 36,025.
