He was a Lord of the Treasury from 1866 until 1868, and briefly Parliamentary Secretary to the Treasury that year until the fall of the Third Derby Ministry. During the Second Disraeli ministry, he was created a Privy Counsellor (May 12 1874), and was from 1876 until 1880 First Commissioner of Works.

At his home, Catmose, in Oakham, Rutland, he developed a fine garden which employed 15 gardeners. The range of trees in his arboretum was claimed to rival Kew Gardens.
