The Isratine proposal (also referred to as the Saif al-Islam al-Gaddafi proposal) is a proposal to permanently resolve the
Israeli-Palestinian conflict through a secular,federalist , republicanone-state solution , which was first articulated bySaif al-Islam al-Gaddafi , the son ofMuammar al-Gaddafi ofLibya , at theChatham House inLondon .Fact|date=April 2008Its main points are:
*Creation of a binationalJew ish-Arab state called the "Federal Republic of theHoly Land ";
*Partition of the state into 5 administrative regions, withJerusalem as acity-state ;
*Return of allPalestinian refugee s;
*Supervision by theUnited Nations of free and fair elections on the first and second occasions;
*Removal ofweapons of mass destruction from the state; and
*Recognition of the state by theArab League .Saif al-Islam al-Gaddafi's proposal was eventually incorporated in Libyan head-of-state Muammar al-Gaddafi's White Book of
