non-metropolitan district andborough ofNorth Yorkshire ,England . In addition to the town of Scarborough, it covers a large stretch of the coast of Yorkshire, includingWhitby andFiley .The district was formed on
1 April 1974 , under theLocal Government Act 1972 . It was a merger of theurban district of Filey and part of theBridlington Rural District , from the historicEast Riding of Yorkshire , along with themunicipal borough of Scarborough, Scalby and Whitbyurban district s, andScarborough Rural District andWhitby Rural District , from the historic North Riding.The Borough was threatened with extinction. In March 2007
North Yorkshire County Council was shortlisted by theDepartment for Communities and Local Government to be a unitary authority. If the bid had been successful then the Borough of Scarborough would have -- along with all other districts and boroughs in the present county ofNorth Yorkshire -- been abolished. The bid, however, was unsuccessful and the districts shall remain as they are at present.At the last elections in May 2007, the Conservative party lost overall control of the council but the council is still led by a Conservative Minority administration.
