United States federal government, composed of theUnited States Senate and theUnited States House of Representatives . It met atFederal Hall , 26 Wall Street inNew York City and later atCongress Hall inPhiladelphia ,Pennsylvania fromMarch 4 ,1789 toMarch 3 ,1791 , during the first two years of the first administration of U.S. PresidentGeorge Washington .The apportionment of seats in this House of Representatives was based on the provisions of the
