Bill Fletcher is a Republican politician from the U.S. state of
North Carolina . Fletcher was the Republican nominee for the position ofNorth Carolina Superintendent of Public Instruction in theNorth Carolina Council of State election, 2004 .The race between Fletcher and Democratic candidate
June Atkinson was nearly even; while a statewide recount was underway in November 2004, Fletcher and several other candidates filed suit against theNorth Carolina Board of Elections , challenging that the counting ofprovisional ballots as mandated by theHelp America Vote Act was contrary to the Constitution of North Carolina. The race was eventually decided by the Democratically-controlled North Carolina General Assembly on August 23, 2005 in favor of June Atkinson. The race was the last of the 2005 state-wide races in the country to be decided.Subsequently, in the November 2005 non-partisan election for the Wake County Board of Education, Fletcher did not qualify for the run-off for the District 9 seat, which was won by Eleanor Goattee.
