Luzerne County, Pennsylvania . He served in theUnited States Army from 1951 to 1953. He graduated from Kings College inWilkes-Barre, Pennsylvania in 1971. He was a member of thePennsylvania House of Representatives from 1971 to 1980.He was elected as a Democrat to the
96th United States Congress , by special election, to fill the vacancy caused by the resignation of United States RepresentativeDaniel J. Flood . He was an unsuccessful candidate for reelection in 1980. He was elected to thePennsylvania State Senate in 1982 and has been reelected six times. He represents a district based inWilkes-Barre and including portions of thePoconos .He is the oldest active State Senator in Pennsylvania. He is the Democratic chairman of two committees, the Senate Environmental & Energy Resources Committee and the Senate Education Committee, assigned to him in 2004.
