Serb politician. He served as the President of the Presidency of theSocialist Republic of Montenegro from March 1989 to December 1990, and then as the acting Chairman of the Presidency of theSocialist Federal Republic of Yugoslavia from 1991 to 1992. He was a member of theLeague of Communists of Montenegro until 1990 after which he joined the newDemocratic Party of Socialists of Montenegro . On16 May 1991 he became a member of the Collective Presidency of theSocialist Federal Republic of Yugoslavia .He was a intense proponent of Serbian-Montenegrin unity. When a reporter asked him what the difference was between Montenegrins and Serbs, he replied: "a vast majority of Montenegrins can say they are Serbs, while a vast majority of Serbs cannot say they are Montenegrins".
