Hiza Guruma ,uke's leg has not (necessarily) began to step,in Sasae Tsurikomi Ashi uke is stepping forward.Midway into uke's step, tori blocks while pulling uke forward.In DZR's kata ofSasae Ashi , uke does a straight over.In Judo, uke rotates to a side fall.
