County Durham ,England . Its council is based inBarnard Castle . It is the valley of theRiver Tees .That part of the district south of the
River Tees is historically part of theNorth Riding of Yorkshire , and made upStartforth Rural District before theLocal Government Act 1972 came into effect in1974 . The other predecessors to the district wereBarnard Castle urban district andBarnard Castle Rural District .Much of the area had prior to 1894 constituted a single Teesdale
rural sanitary district .The district is the least populous ordinary district in England, with only the
City of London and theIsles of Scilly being smaller. It has the second lowest population density in England, afterEden, Cumbria .The district will be abolished as part of the
