William F. Willoughby

William F. Willoughby

William Franklin Willoughby was an author of public administration texts including works on budgeting. He often worked with his brother, Westel W. Willoughby. He served as President of the American Political Science Association from 1931-1932.

William F. Willoughby was the first director of the Brookings Institution.
