Born in
Rosh HaAyin , Cabel studied at theHebrew University of Jerusalem . Whilst at university, he was the President of the Students' Union. Following his graduation he worked as an aide to Agriculture MinisterAvraham Katz-Oz ,Shimon Peres andBinyamin Ben-Eliezer . In the past he has been the chairman of the Subcommittee for the Stock Market, and the Economic Affairs Committee. Currently he is a member of the House Committee, and the Foreign Affairs & Defense Committee. He is the chairman of the Lobby for the Promotion of Culture and Art in Israel. He is also a member of the Lobby for Reserve Soldiers, and Social-Environmental Lobby. In 2007 he resigned his position as Minister without Portfolio, and told
Ehud Olmert to resign as well. He said "I can no longer sit in a government headed by Ehud Olmert." He resigned after theWinograd Commission released a report blamed Olmert and other members of the Israeli government as being responsible for the failures of theSecond Lebanon War .
