Plot

Stan tries to help Steve become more popular with the jocks by giving him steroids from the CIA, which enlarges Steve's breasts. Stan tells him to hide his breasts. When the kids at school find out, Steve becomes popular. Stan is proud of him. Steve and his new pals hang out every day. When he wants to have a party, Stan allows him and tries to be with the cool people as well. When Stan goes upstairs, he finds everyone lining up to touch Steve's breasts.

Stan tries to tell him that they only like him because of his boobs. He ignores him, so Stan ingests steroids and develops large breasts as well. He goes to the party to which Steve was invited and shows his breasts to everyone. Everyone ignores Steve and pays attention to Stan. Steve apologizes to Stan, and while they can, they play together with their breasts.

Meanwhile, Francine is angered when Hayley makes a video about how boring Francine's life is. To disprove this perception, she acquires a surgeon's license from a sham organization, and unintentionally joins the Handicapped Mafia, but things turn bad when she is told there is no way out. As they prepare to "silence" her and Haley, Francine convinces them instead to rob a bank. Naturally, the police kill the other members of the mafia, to Francine's relief. They return home to find Roger (who has developed an obsession with cleaning the house) dousing the living room with gasoline after the party.

Cultural references

*The episode plays out with "Pour Some Sugar on Me" by Def Leppard.
*When Roger paints an S on Francine's apron, he says it stands for "Schmutz" which is German for dirt.
*Hayley's video about Francine receives a grade of "Check Plus Plus;" the highest grade ever given at Groff Community College which, she notes, "is like a C at Arizona State."
*The song playing at the party in Stan's flashback is "Walk Like an Egyptian" by The Bangles.
*Francine says after she comes home from an exhausting day at work that now she knows why the cast of the NBC sitcom "Scrubs" doesn't have time to be funny. Klaus then mutters sadly, "I like "Scrubs"."
*Francine's line, "Damn it, Jim, I'm a doctor!", is a clear reference to Leonard McCoy in the original "Star Trek", except that McCoy never really said "Damn it, Jim." In similar fashion, the phrase "Beam me up, Scotty" was never used in any episode of "Star Trek".
*At Chung's party, Steve is "impressing" the guys with Dungeons and Dragons success stories.
*The conjoined twins, where the smaller one sings country music, is a referance to Lori and George Schappell.
*Steve's slow-motion rise out of the lake is a slight nod to a scene from "Fast Times at Ridgemont High".

Notes

*Lisa Silver is seen at Steve's party, even though her family was deported in the pilot.
*When Toshi, Barry, and Snot knock on Steve's door during the party, Barry is clearly wearing the necklace he said he would make out of the bottle caps from the beer bottles that the cool kids opened with his fat folds.
*This episode marks the third time that a Seth MacFarlane show has branded "Scrubs" as unfunny. The first instance was in the "Family Guy" episode "Blind Ambition" where Peter asked Horace who was the "funny guy" in the show. The second was during a song performance by Brian and Stewie at the 59th Primetime Emmy Awards which contained the verse "You've got "Scrubs" on NBC in season seven and a half, with the antics of the lovable and talented Zach Braff, who reminds us that a sitcom doesn't have to make you laugh". This could be a misunderstanding in that Seth MacFarlane might actually like "Scrubs", and he may be just referring to the show's low ratings, while respecting its loyal fanbase at the same time.
