Justin Miles Phinisee (born April 10, 1983 in city-state|Long Beach|California) is an American football cornerback and punt returner who is currently a free agent. He was drafted by the Tampa Bay Buccaneers in the seventh round of the 2006 NFL Draft. He played college football at Oregon.

Phinisee has also been a member of the Kansas City Chiefs, New England Patriots, St. Louis Rams and Dallas Cowboys.Spetember 16th 2008, Phinisee signs with CFL's Winnipeg Blue Bombers as a DB/KR!
