This district covers all of
Tempe and Scottsdale and portions of Chandler, Mesa and theAhwatukee portion of Phoenix. Republicans outnumber Democrats by about 40,000 voters. There is, however, a libertarian streak in some of these voters, particularly in Scottsdale. This was a factor inHarry Mitchell 's upset victory overJ.D. Hayworth in 2006 Fact|date=April 2008.
