*Anime voices|Hiroya Ishimaru|, Bruce Martin (English)He has an Elvis topknot and small ponytail, he wears a red trenchcoat, he's foul-mouthed and drinks on duty, he hates Hasegawa the most and is not afraid to tell him: Sengoku is the true rebel of the pack. Although it doesn't sit well with him to be treated like a dog, the former mass murderer is a very capable officer. He can be described as a hotshot, with a taste for action and even violence. He favors rude language, both when he is annoyed or joking, when addressing his fellows or even his boss. His weapon of choice is a high velocity pistol and he is very skilled at juttejutsu.

Sengoku is most of the time unwillingly seconded by Varsus, a robot on wheels, whose program directives are to remind him not to break the law while on missions. It also congratulates him when completing a mission or reminds him not to drink too much, to which the foul-mouthed Sengoku answers by calling it names, creating a comical effect.

Okyo Jonouchi, the secretary to Hasegawa, has a crush on him. He himself appears to like her — he shows much concern when she is in danger — but feels that their chosen professions make it a difficult relationship: "you're a cop and I'm a con". Despite this, Okyo convinces him to take her out to supper at the end of episode one.

*Anime voices|Tesshou Genda, Sean Barrett (English)With his giant stature, scarred face, cybernetic eyes and red mohawk, one might take ex-heavyweight prizefighter Gogl for the brainless brute of the pack. Uncharacteristically, he is very intelligent (it is shortly shown in episode 2 that his IQ is evaluated at 150) and a genius computer hacker. He also seems to be at ease in other fields of science such as biology or genetics as he was able to elaborate a counter-virus.

He appears to be a level-headed character. Nevertheless, his calm behavior hides a violent nature. Due to his skills as a hacker, he is most of the time out of the battlefield. Yet, when fighting, he uses his muscles as well as his brains, making him a very efficient and dangerous opponent. He seems to be fond of heavy fireweapons, such as shotguns, sometimes even illegal.

The reason for his scars and cybernetic eyes are never revealed.

His former partner-in-crime, Sara, appears in the series. Unlike Gogl, she's still a free and active thief. A gorgeous black-haired woman, she's a classic femme fatale. She's also a very good shot. It seems Gogl has feelings towards her. Whether this is reciprocate or they were once involved is unknown.

Merill 'Benten' Yanagawa

*Anime voices|Kaneto Shiozawa, Daniel Flynn (English)Named after the goddess of persuasive eloquence, he paradoxically is the most silent, serious and mysterious of the "hounds". A man with feminine looks, Benten is a bishōnen (a fact that often makes him the butt of Sengoku's jokes). He wears red make-up on his lips and nails and both his ears are pierced. His hair is white and his hairdo is reminiscent of a kabuki actor's. Being albino, his skin is pale and his eyes are red.

Despite his feminine looks, Benten is an extremely skilled and versatile fighter. His fighting style is acrobatic and based on tremendous reflexes. Benten is so fast he can dodge laser beams. He primarily relies on a special weapon known as the monowire, a string he unleashes from his left-hand ring so sharp it severs limbs, steel, concrete...

He usually doesn't use firearms but it is revealed he is an elite sniper since he could kill with a single shot in the heart a fast moving mark while facing sunlight. He also is expert at picking locks, a skill enabling him to break unnoticed into places that seems inaccessible.

Fond of astrology, he often looks at the stars to find omens within them. Most of the time, the omens are bad. He thus seems a little bit out of place, an old soul in a dystopic cyberpunk environment.

He appears to have a widespread knowledge of Odeo's criminal world since, in one of his cases, he spends much of the first part questioning various underworld figures, either by will or by force.

Juzo Hasegawa

Name: Hasegawa, Juzo
Age: "likely" in his forties
Occupation: Dekacho (chief of Police)

*Anime voices|Norio Wakamoto, Bob Sherman (English)A tall and well-dressed man with long black hair, Hasegawa is the boss of the Cyber Police unit. As such, he is in charge of the "hounds" and regulates their explosive collars. A chain smoker, he is nearly always seen smoking cigarettes, always keeping his gold lighter handy, mostly because it is also the communicator on the collars and the remote control to their detonators. Intelligent, cold and laconic, he leads his "hounds" with a fist of steel. Hasegawa is a morally ambiguous character -- he does not appear ethically challenged by his task, nor does he seem to take any particular sadistic pleasure in threatening his "hounds" to blow their heads off on a regular basis. In order to fight crime or maintain his position, Hasegawa is shown to be willing to use any means that are legally within his power; pit the "hounds" one against another, sacrifice them if need be, or to subtly use them for the benefit of himself and the department.

He is most hated by Sengoku, who originally intended to kill him.

Note that Hasegawa bears a strong resemblance with two other Kawajiri's main villains: Genji Hakuryu from Goku Midnight Eye and the leader of the Radicals in Wicked City. He is then pictured as the real antagonist to the three anti-heroes.

Okyo Jonouchi

Name: Jonouchi, Okyo
Age: in her twenties
Occupation Police officer, secretary

Okyo Jonouchi works closely with Hasagawa in Oedo's Cyber Police. Although her capacity is closer to a secretary, she is still a police officer, and as such can be called to duty if needed. This was why she was trapped in an elevator during an evacuation of a huge skyscraper. She likes Sengoku and tries to be friendly with him, an attitude he appears to appreciate, even expressing concern for her during the skyscraper incident. She even convinced him to take her out to dinner at the end of episode one. She's a good-hearted, naive young woman often concerned about the fate of the "hounds" and respects their abilities, even addressing Gogl as "Sir" after he had cracked a particularly difficult line of code. She thus represents the foil to Hasegawa.

Varsus

Name: VARSUS

*Anime voices|Kyousei Tukui|Nigel GreavesVarsus is a robot on wheels (a la R2D2) assisting the cyber policemen on their missions. It is especially in charge of following Sengoku, annoying him when stating the obvious or over-explaining (a la C3PO).

Interaction between characters

Sengoku, Gogl and Benten are not friends. It is unknown if they knew each other personnally or by reputation before being inlisted as cops. They are forced to collaborate if they want to survive. But one can be ordered to take the other out at any moment. For instance, Gogl was sent to collect a member of the Cyber police who illegally sold data and was trying to remove his collar. On another occasion Sengoku was threatened to have his head blown off if he did not stop Benten; he defiantly told Hasegawa that he would not, but came very close to doing it anyway.

What they share in common is the hate for their boss, Juzo Hasegawa.
