Robert Cowles (born July 31, 1950) is an American politician and member of the Wisconsin State Senate, representing the 2nd Senate District. He is a member of the Republican Party of Wisconsin.

Cowles was born in Green Bay, Wisconsin. He graduated from University of Wisconsin-Green Bay in 1975 and attended some graduate work there. Cowles was formerly a director of an alternative energy division for a communications construction company, but is now a full time legislator.

Cowles was elected to the Wisconsin State Assembly in 1982 and reelected until 1986 when he resigned to run for the state senate. He was elected to the Wisconsin State Senate in a special election in 1987, and reelected since. Cowles currently sits on the Joint committee on Audit, the Joint Committee on Finance, and chairs the Committee on Energy, Utilities and Information Technology. He is up for reelection in 2008.
