] It was originally started by the United States Forest Service in 1985. The "tread" in the title refers to walkers but is especially applicable to off-road vehicle users.

Management of the organization was transferred to the private sector in 1990 in order to maximize the program's effectiveness. Funding for Tread Lightly! comes from individual member donations as well as donations from corporations, dealerships, clubs, retailers and other organizations. The organization also has a number of federal partners including the National Park Service [cite web
