Theodore Lockard Thomas (1920) is a
chemical engineer andattorney who, under the name Theodore L. Thomas, was the author of (50+)science fiction short stories , published between the early 1950's to the late 1970's. He also collaborated on two novels withKate Wilhelm , as well as producing stories under the pseudonyms of Leonard Lockard and Cogswell Thomas, and has been nominated for aNebula award .Well-known stories
"The Weather Man" (1962), "Analog 2" June 1962, is a sci-fi story about a future society controlled by a Weather Congress. The Weather Congress is a group of people who have the ability and technology to control weather and therefore make executive decisions regarding the fates of peoples across the globe. Because they control the weather, they become the sole, unchallenged governing force of the entire world. The Weather Congress is made up of three main branches: the political Weather Council who wheel and deal and make the decisions, the scientific Weather Council who plan ways to carry out decisions made by the Congress, and the operating arm called the Weather Bureau, who actually implement the plans. This story is available in the sci-fi anthology "The Ascent of Wonder: The Evolution of Hard SF" (1994).
