"The Weather Man" (1962), "Analog 2" June 1962, is a sci-fi story about a future society controlled by a Weather Congress. The Weather Congress is a group of people who have the ability and technology to control weather and therefore make executive decisions regarding the fates of peoples across the globe. Because they control the weather, they become the sole, unchallenged governing force of the entire world. The Weather Congress is made up of three main branches: the political Weather Council who wheel and deal and make the decisions, the scientific Weather Council who plan ways to carry out decisions made by the Congress, and the operating arm called the Weather Bureau, who actually implement the plans.
