Idelphonse Nizeyimana is a
Rwanda n soldier, who is alleged to have participated in theRwandan Genocide .An ethnic
Hutu , Nizeyimana was born inGisenyi prefecture, in the same commune as PresidentJuvénal Habyarimana . In 1994, he held the rank ofcaptain in theRwandan Armed Forces , and was the second-in-command, afterTharcisse Muvunyi , of theÉcole des sous-officiers (ESO). He is thought to have ordered the execution ofQueen Dowager Rosalie Gicanda at the beginning of the killings inButare .On
November 27 2000 , theInternational Criminal Tribunal for Rwanda (ICTR) issued anindictment against Nizeyimana, charging him with "genocide , or in the alternative complicity in genocide, direct and public incitement to commit genocide, andcrimes against humanity ."
