Dublin ,County Mayo ,Ireland , and served in theBritish Army during theCrimean War . He later emigrated to the southernUnited States .He served as Acting Confederate
Secretary of State and asaide-de-camp to PresidentJefferson Davis . He was promoted to brigadier general in November 1864.After the war, Browne was an attorney and was a professor of History and Constitutional Law at the
University of Georgia . He died inAthens, Georgia and was buried in itsOconee Hill Cemetery .*Allegedly, he was a nephew of the
