Muhammad Rafiq, Brig., was the Commandant of Military College Jhelum (1952–53, 1955–59). He played an important role in its restructuring and making it more relevant to the ideology of Pakistan. In his times the name of the institution changed from King George Royal Indian Military School to Military College Jhelum. Saeed Rashid, who taught there for decades, wrote his biography Kirdar Saz (Character Builder).
