He studied law, and was admitted to the bar in 1876, when he commenced practice in
Media, Pennsylvania . Later he moved toShoshone County, Idaho in 1883 and continued the practice of law in Wallace. Heyburn was a member of the convention that framed the constitution of the State of Idaho in 1889.Political career
Heyburn was an unsuccessful Republican candidate for election in 1898 to the Fifty-sixth Congress, losing to Silver Republican
Edgar Wilson . In 1902 Heyburn was elected by theIdaho Legislature to the United States Senate, defeating William E. Borah. Heyburn was reelected in 1908. He served fromMarch 4 ,1903 , until his death inWashington, D.C. onOctober 17 ,1912 . In the Senate he served as chairman on the Committee on Manufactures (Fifty-eighth through Sixty-second Congresses).
