The Scout Association of Hong Kong from 1950 to 1953, succeedingNelson Victor Halward . He was the first Chinese Colony Commissioner in Hong Kong Scouting. Before that appointment, he was appointed by Halward as one of two Chinese District Commissioner and cared the development of Scouting inKowloon and southNew Territories ofHong Kong .Quah was the Group Scout Leader in St. Joseph's College during 1930s.Fact|date=August 2007

the Battle of Hong Kong inWorld War II , Quah was aLance Corporal inHong Kong Volunteer Defence Corps .
