The city was founded on November 3, 1954. On November 1, 2005, the town of Kiwa in Minamimuro District merged into the city.

As of the Kiwa merger but with 2008 population estimates, the city has an estimated population of 20,125 and a density of 53.9 persons per km². The total area is 373.63 km².
