Paul Offer

Paul Andrew Offer was the Conservative Party candidate for the City of Chester for the General Election in the United Kingdom, in 2005.

Paul Offer is a former Royal Navy officer and has been a member of Warwick District Council.

Offer cut the majority of the current MP, Labour's Christine Russell in the 2005 General Election, and was almost immediately re-selected as the Prospective Parliamentary Candidate (PPC) by the local party, after becoming just the second person to be approved by the party board. He was elected unanimously by the local party in September 2005.

During the 2005 general election Offer secured one of the largest vote swings in England, and was therefore expected to be contesting one of the most marginal seats in the country in the next general election.

Offer managed a 3.2% increase in his vote [http://politics.guardian.co.uk/hoc/constituency/0,,-824,00.html] , which was helped by the gains of the Liberal Democrat candidate, Mia Jones, who secured more than a 7% increase; however this increase was on a previously very small vote share. Russell's majority was cut from almost 7,000 to 915, which was the second largest swing to the Conservatives in the country [http://www.conservatives.com/tile.do?def=people.person.page&personID=125600] .

On 6 December 2006, Paul Offer resigned his role as candidate, due to internal problems within the local Conservative Party. This led to the resignation of a City Councillor (Marigold Roy in February 2007) and a Council Candidate (Mike Roberts in January 2007) on the same grounds.
