"The Lion, the Fox, and the Eagle: A Story of Generals and Justice in Rwanda and Yugoslavia" is a 2000 book by Canadian journalist Carol Off.
It examines the role of three Canadians in United Nations peacekeeping operations and criminal tribunals in Rwanda and the former Yugoslavia in the 1990s:
* Roméo Dallaire (the "lion"), force commander of UNAMIR in Rwanda
* Lewis MacKenzie (the "fox"), commander of the Sarajevo division of UNPROFOR
* Louise Arbour (the "eagle"), chief prosecutor for the ICTR and the ICTY
The book praises Dallaire's commitment to preserving the lives of Rwandans, but is harshly critical of MacKenzie, who is depicted as being ignorant of the Bosnian political situation and manipulated into being a vehicle of Serb propaganda.
The book praises Arbour's efforts at building the legitimacy of ICTR and ICTY and her efforts in capturing war criminals from the massacres in Rwanda and Bosnia.
It is the winner of the 2000 Shaughnessy Cohen Prize for Political Writing.
