San Juan Bautista, California , he earned hisbachelor's degree fromStanford University in 1953 and went on to earn amaster's degree in public administration fromHarvard University in 1955. In 1958 he earned his Ph.D. atStanford University . He served as President ofCalifornia State University Long Beach from 1970 until 1988 when he resigned to run unsuccessfully for congress. In 1992 Horn was elected as a Republican to the One Hundred Third Congress in a newly drawn district centered aroundLong Beach, California . A moderate, he won the Democratic-leaning seat four more times before retiring in 2002. His district had been eliminated during the 2001 reapportionment.Career outside of Congress
