A report commonly known as The Fay Report was appointed to look into the scandal at

Paul Kern was the appointing authority for the report.Lieutenant General Ricardo Sanchez had to ask for an officer more senior than himself to replace Fay, when it became clear that the scandal raised questions about his own role.ref|UsaToday040610Major General George Fay was replaced byLieutenant General Anthony Jones .The report was completed and presented on
