laterwork=Air Vice Marshal Francis Rowland Scarlett CB, DSO, RAF was born on18 May 1875 . He joined theRoyal Navy in (or around) 1891 and in April 1913 he attended theCentral Flying School . From that point onwards his military career was concerned with the delivery of air power, first in theRoyal Naval Air Service and then in theRoyal Air Force . Scarlett was appointed the first commandant of the RAF'sNo. 1 School of Technical Training and on22 January 1920 , he was awarded a permanent commission in the RAF. Francis Rowland Scarlett retired in the rank ofAir Vice Marshal and he died on15 April 1934 .References
