The Latin American Parliament (Parlatino), is a regional, permanent and unicameral organism, integrated from the national Parliaments of Latin America, elected democratically by means of universal suffrage in countries that ratified the corresponding Treaty of Institutionalization on November 16 1987 in Lima, Peru, and those Parliaments whose States adhered to the treaty at a later time, in accordance with the procedures indicated in the statute. The admission of other members is the exclusive prerogative of the Assembly. Its headquarters, located in São Paulo, were designed by Oscar Niemeyer.

Parlatino’s Permanent Head Office is a 43-meter diameter circular building with 5 floors, entirely glass-lined and located at the Avenida Auro Soares de Moura Andrade in São Paulo, Brazil.
The building is surrounded by 200 palm trees forming the “Praça da Sombra” (Shadow Square).
