It was written by Warryn "Baby Dubb" Campbell, Harold Lilly and Brandy and co-produced by Campbell and the singer for her third studio album "Full Moon" (2002). The song was released as the album's third and final single in the United States during the third quarter of 2002 (see 2002 in music). While "He Is" failed to chart on the U.S. "Billboard" Hot 100, it reached minor success with a peak position of number 78 on the official U.S. R&B/Hip-Hop Chart.

Originally meant to be seen as a pure gospel song, the song was released as radio single only since Brandy was heavily pregnant at the time of its release and so was unavailable to promote the single or film a video.
