Jay Street–Borough Hall is a station on the IND Fulton Street Line and the IND Culver Line of the New York City Subway, [Metropolitan Transportation Authority (New York), PDFlink| [http://www.mta.info/mta/budget/pdf/adopted07_2.pdf Consolidated 2007 Adopted Budget] |631 KiB , accessed April 17, 2007] located on Jay Street between Fulton Mall and Myrtle Promenede, near MetroTech Center. The full-time exit is at Willoughby Street, with auxiliary part time exits at MetroTech, and Fulton Mall.

The station has four tracks, with two island platforms. NYCS|A and NYCS|C trains use the center "express" tracks, and NYCS|F trains use the outer "local" tracks. There are switches just north of the station, permitting Fulton Street Line trains to switch to the IND Sixth Avenue Line, or Culver Line trains to switch to the IND Eighth Avenue Line. These switches are often used for construction re-routes, with trains switching back to their usual routes at West Fourth Street–Washington Square.

The Lawrence Street–MetroTech station on the BMT Fourth Avenue Line is directly beneath. A free transfer between the stations is planned as part of the Metropolitan Transportation Authority's 2005–2009 Capital Program and (as of August 2007) is currently under construction.

Until their retirement in January 2006, [cite news |first=Jeff |last=Vandam |title=Cash and Carry |url=http://www.nytimes.com/2006/12/31/nyregion/thecity/31mone.html?ex=157680000&en=7f9eb6f4d0f34db4&ei=5124&partner=permalink&exprod=permalink |work=New York Times |date=2006-12-31 |accessdate=2007-12-27 |quote=That may be why few New Yorkers probably noticed the retirement last January of this underground cash cache, done in by the arrival of the MetroCard and machines that allowed people to buy them by credit card.] IND "money trains" made their deposits here, as the IRT and BMT divisions made theirs at the adjacent-but-disconnected Lawrence Street station.
