State Duma of the Russian Empire , and, later, the firstPrime Minister of the independentAzerbaijan Democratic Republic .Fatali Khan was born on December 7, 1875 in
Shaki to the noble family of Isgender Khoyski, alieutenant-general in the Russian Army. The distinguished ancestry of the Khoyski family goes back to the khans ofKhoy , which also became the root for this family name. Fatali-khan Khoyski was assassinated in
Tbilisi in September 1920. His burial ceremony was done by Iranian consulate in Tbilisi.
