The games were opened by Yang di-Pertuan Agong Sultan Salahuddin Abdul Aziz Shah ibni Almarhum Sultan Hisamuddin Alam Shah Al-Haj (Malaysian King Sultan Salahuddin) in the Bukit Jalil National Stadium. He was introduced by Prime Minister Dr. Mahathir bin Mohamad.
