Cowan was a member of the

In 1965, he was elected to the seat of Oxley in the
New South Wales Legislative Assembly . National Country Party preselection for the Federal seat of Lyne whenPhilip Lucock retired from politics. Cowan faced the Labor candidate and councillor Leslie Brown and the Liberal Party's Milton Morris who was the member for Maitland in the NSW Lower House.
