urban district in 1926 out theHornchurch parish which was removed fromRomford Rural District . In 1934 the rural district was abolished and the urban district gained more of its former area includingUpminster ,Cranham , Rainham andNorth Ockendon . The urban district council unsuccessfully petitioned for incorporation as a municipal borough on20 May 1955 . Royal Commission on Local Government in Greater London considered the district for inclusion in Greater London and in 1965 Hornchurch Urban District was abolished by theLondon Government Act 1963 . Its former area was transferred toGreater London from Essex and was combined with that of theMunicipal Borough of Romford to form the present-dayLondon Borough of Havering .Population
