The past of Snoop Dogg
Before the creation of the "Over the Counter" CD, Snoop Dogg was a member of a very famous gang known as the Crips.[1] After high school, he was arrested for having cocaine on him. He was sentenced to six months in jail in which during this time he began to past the time by writing rap lyrics. Shortly after he got out of jail Dr. Dre discovered his ability and immediately began the production of the "Over the Counter album. Snoop Dogg was originally waiting for a producer named Cold 187um to help him set up a record, but it took too long for Cold 187um to call back. By the time they called back Snoop Dogg already had a record deal with Dr. Dre. Dre became interested in his abilities after he heard the song "Snooper Dooper Snooper". He was so impressed that he hastily made an album for him without taking into account a way for the album to be distributed. "Over the Counter" was made before Dr. Dre could get the legal papers required to create the album.

Creation of the album
The creation of the album began when Dr. Dre and Snoop Dogg founded each other after Snoop Dogg got out of prison for possession of cocaine.[3] Snoop Dogg was waiting for a phone call from Cold 187um. They took too long to call him so when they decided to call him, Snoop Dogg was already in a record deal with Dr. Dre. He heard Snoop Dogg sing his song "Snooper Dooper Snooper" and became fascinated with him. Dr. Dre immediately began to produce an album for Snoop. It failed because there was no way to distribute the album after it was done. It failed also because Dr. Dre rushed and made the album before it was even legal to have the album made.
Album cover
The cover art of the album was a black and white comic of Snoop Dogg robbing a walking and talking bulldog clerk at a liquor store for five thousand dollars over the counter.[4] One can see the scene as a thought bubble in the bulldogs mind. Part of the scene is seen inside the sleeve of the tape.
Promotional album
At the time that (Over the Counter) was made Dr. Dre's company was called Future Shock Entertainment. The album was produced in small quantities so when they realized that they could not sell it in public stores the company decided to make it a promotional album with a lot of people who are associated with Future Shock Entertainment. The album was put on Priority Records, Sony Music, and Time Warner in 1991 but none of the companies ever used it. Only a handful of the albums really actually exist because it was terminated right after the production line.
