He graduated in business administration from the Atatürk University in Erzurum. Before he became a member of Parliament, he taught at Marmara University for years and wrote a lot of essays in his field. He was found guilty of plagiarism from his own books self-plagiarism and divested by the Council of Higher Education (YÖK) in 2005. However, in 2010, the very same council abolished their own ruling, and he was given an official pardon[1].
In the elections of 2007, Dinçer was elected as a member of Parliament. On May 1, 2009, he was appointed as Minister of Labor and Social Security in the second cabinet of Erdoğan. He currently holds the position of Ministry of Education.
