Turkey has a homicide rate of 3.8 killings per 100,000 people. Many homicides are due to the attacks committed by the PKK.
There are three types of homicide in Turkey:
Type Definition Premeditated Murder The premeditated killing and intentional killing of a person whilst committing, preparing for, or escaping from any crime, is murder. The mandatory punishment for this crime is life imprisonment. Life is sometimes commuted (clemency from the President) to 30 years, or 36 years if given more than one life sentence. PKK militants are rarely, if not ever granted pardons. For those under 18, the maximum sentence is 24 years in prison. Non Premeditated Murder The intentional killing of another human being which has not been premeditated or pre planned prior to the incident. The most common cases are murders committed during arguments or fights. The punishment for this crime is imprisonment ranging from 15 years to up to 40 years. If the killing involved a police officer, pregnant women, or a child under age 18, the penalties are imprisonment ranging from 25 years to 50 years. For those under age 18, the maximum sentence is 15 years in prison. Parole is possible after serving two thirds of the sentence, or clemency by the President. Manslaughter The deliberate killing of a person without premeditation (or the other circumstances of murder). The sentence depends on the particular circumstances of the crime and its perpetrator. The definition of manslaughter also includes neglient killing , vehicular homicide (if unintentional), and infanticide. The maximum sentence for manslaughter is 20 years in prison. For those under 18, the maximum sentence is 6 years in prison. References
