Mortimer Caplan

Mortimer Caplan (1916-????) was commissioner of the IRS^[1] in the 1960s. He was most famous for telling Time Magazine in 1963 that "There is one difference between a tax collector and a taxidermist--the taxidermist leaves the hide."^[2]
