History
Marstel-Day was founded in 2002 to assist clients with conservation issues, especially those relating to military base closure under Base Realignment and Closure (BRAC) action. The company’s founder and President, Rebecca R. Rubin conceptualized the Department of Defense’s (DoD) conservation conveyance authority under a multi-year study conducted for the U.S. Army and U.S. Navy. The authority she conceptualized — Title 10 (Section 2694a) “Conveyance of Surplus Real Property for Natural Resource Conservation”[1] — has been used to convey 23% of all BRAC-designated surplus land, by acreage, since 2004."[2] The U.S. Government Accountability Office (GAO), the investigative arm of the United States Congress has issued several reports since 2003 statute was passed. GAO reports that conservation conveyance “was used by DoD for the first time in September 2003 to transfer…almost 58,000 acres from the Sierra Army Depot, California, to the Honey Lake Conservation Team — the largest single transfer of surplus BRAC property that the Army has undertaken.”[3]
Conceptualizing the conservation conveyance authority led Marstel-Day to identify the potential for a DoD encroachment partnering authority — Title 10 (Section 2684a) “Agreements to limit encroachments and other constraints on military training, testing, and operations”[4] — which was enacted into law the same year (Fiscal Year 2003 National Defense Authorization Act),[5] and which allows DoD to partner with state and local agencies and conservation organizations to acquire lands contiguous to installations, or those ecologically related, in order to either prevent encroachment on the installation mission or to enhance the installation’s ability to meet its environmental stewardship obligations. Encroachment partnering strategies have become an integral component of nationwide military installation efforts to combat encroachment that degrades mission capabilities or environmental stewardship.[6]
Marstel-Day has established environmental consulting services and programmatic support to military and civilian federal agencies, local government, quasi-public agencies, private businesses, environmental remediation firms, and nonprofit conservators.

Vital Voices of the Environment[8] -- An Award-Winning series of audio interviews with critical environmental thinkers and planners, each of whom offers unique insight on the key issues we face now and for the environmental future of our planet. The most recent additions to the Vital Voices collection include an interview with Representative Barbara Lee[9][10] focusing on environmental justice issues, and the importance of youth and individual actions; and an interview with Honorable Lynn Scarlett,[11] who calls for cooperative conservation and increased understanding of complexities of place and ecology.
Green Vision Council. Marstel-Day is committed to green practices, both in its internal operations and in the advice it provides to its clients. Marstel-Day established an internal Green Vision Council to help with greening of its internal business practices.[12] Its mission is not only one of decreasing Marstel-Day’s carbon footprint and increasing company sustainability, but also of promoting an ethic of environmental awareness.
In June 2010 Marstel-Day took steps to eliminate its contribution to global warming by offsetting carbon emissions from its three office locations (Fredericksburg and Alexandria, Virginia and Oakland, California), by working with the Carbonfund.org,[13] [one of the nation’s leading non-profit carbon offset organizations. As a CarbonFree® Event, Marstel-Day offset 203 metric tons of carbon dioxide emissions, independently estimated to be the equivalent of the company’s annual carbon dioxide emissions resulting from the energy consumption needed to operate its three facilities plus employee business-related air, train, and vehicle travel.

- April, 2010: American Planning Association,[14] Federal Planning Divisions Selects Marstel-Day as Winner for Outstanding Collaborative Planning Project.[15]
- February 2010: Virginia Business magazine selected Marstel-Day as one of four finalists for its 2009 small business of the year award.[16]
- December, 2009: Environmental Business Journal[17] awards Marstel-Day the Silver Medal among small businesses nationwide for continued and sustained growth in 2009; and a Project Merit Award for GEMI capability in collaboration with IHS Jane’s Information Group.[18]
- August, 2009: National Zweig Letter "Hotfirm" List recognizes Marstel-Day as being among the 200 fastest-growing architecture, engineering, and environmental consulting firms in the United States.[19]
- July, 2009: Inc. Magazine honors Marstel-Day with recognition by including it on its "Inc. 5000 List," which identifies the 5,000 fastest-growing private companies in the United States.[20]
- March, 2009: Marstel-Day is selected as one of "The Fantastic 50," a state award presented by the Virginia Chamber of Commerce that recognizes 50 fast-growing companies in Virginia.[21]
- January, 2009: Marstel-Day receives a project merit award from the Environmental Business Journal, for launching a new audio-visual program on its website titled, "Vital Voices of the Environment."[22]
