Manuel Domingos Vicente (born 15 May 1956 in Luanda, Angola), is chairman, CEO, and president of the administration council of Sonangol E.P., the Angolan state oil company.[1] He earned a degree in electrical engineering from the Agostinho Neto University, a public university based in Angola's capital, Luanda.

Career
From 1981 to 1987 Vicente was chief engineer and head of the SONEFE Projects Department. From 1987 to 1991 he served as head of the technical department of the Ministry for Energy and Oil. In 1991 he was appointed deputy general manager of Sonangol UEE. In his business capacity Vicente also sits on several company boards, including the supervisory board of Angolan telecommunications company Unitel, vice chairman of the supervisory board of Banco Comercial Português and Banco Africano de Investimentos S.a.r.l. (a Sonangol subsidiary). He is also on the executive board of Galp Energia.[2] Vicente serves as a consultant of GAMEK[3] and is also associated with The 88 Queensway Group.
Angolan President José Eduardo dos Santos seems having selected Manuel Domingos Vicente to be his successor, weekly Angolan newspaper Novo Jornal reported in Luanda, September 2, 2011.[4] Earlier Manuel Vicente has already indicated to step down as head of Sonangol.
Controversies
Concerns about Vicente’s business dealings surfaced as early as 2008, when journalists alleged he illegally transferred 1 percent of Sonangol Holdings into his own name and made himself a private shareholder in the majority of Sonangol’s multi-million dollar deals.[5] In November 2009 Angolan President José Eduardo dos Santos called for a zero-tolerance policy on corruption, and media sources responded with additional reports that Vicente was part of a “triumvirate” of Angolan figures purportedly engaged in illegal self-enrichment schemes through his position as Sonangol’s chairman.[6]
