Utrilla was officially appointed by the President of Peru, Alan García, and after receiving credentials from the U.S. Department of State, began formally serving as Utah's Honorary Consul of Peru in October 2009. Second only to Mexico, Peruvian people represent the second largest group of immigrants in Utah. Previously, the closest Consulate was in Denver, Colorado.

Utrilla was born and raised in Lima, Peru as the 5th of 8 children. In Lima, he studied international business at the Instituto Nacional de Comercio Internacional and economics at the University of San Martin de Porres in Peru.

In 1994, Utrilla immigrated to the United States. Speaking very little English on arrival, he enrolled in the International Business and ESL programs at Weber State University in Ogden, Utah. At Weber State he began learning English and continued his education in Business Management and International Business.

In 1995 he founded U.S. Translation Company after realizing that many of the educational materials from Peru were the same as those used in the United States, just in different languages. As the Honorary Consul to Peru, Utrilla serves two main purposes: To build and strengthen ties as well as help and promote the local community.

Utrilla is an active member of several organizations, including corporate membership in the American Translator's Association as well as being on the board of directors for the Utah Hispanic Chamber of Commerce, Advisory Board Member for the Weber State University Institute for Politics, Decency and Ethical Conduct, and the Board of Trustees for the Boys and Girls Club of Weber-Davis County.
