The Wisconsin Plan (originally Continuous Mediation Without Armistice)[1] was a proposal created by Julia Grace Wales to end World War I. It envisioned an international conference composed of delegations from neutral countries, who would mediate between the warring powers and disseminate peace proposals, with the goal of eventually reaching a fair settlement.[2]
