view · Comoros on 8 December 1978, following the adoption of a new constitution in a referendum in October. There were 38 constituencies (18 on Grande Comore, 15 on Anjouan and 5 on Mohéli), each of which elected a single member.[1] All candidates were independents. On election day, 144,767 votes were cast (of which 1,219 were blank or invalid), giving a voter turnout of 75.6%. In constituencies where no candidate won over 50% of the votes, a second round of voting was held on 15 December in which 56,172 voted (a 78.18% turnout).[1]

Of the 38 members elected, 35 were civil servants, two were farmers and one was a tradesman.[1] Following the election, Salim Ben Ali was appointed Prime Minister on 22 December, and a government was formed on 28 December.
