Vietnam War
Chae served as a South Korean Vietnam Expeditionary Forces Commanding Officer during the Vietnam War. Chae adopted strong tactics for the Vietnamese as an authority on guerrilla tactics. Chae's harsh policy caused strong disunion with William Westmoreland, the chief of staff of the United States Forces.[1] When the Phong Nhi and Phong Nhat massacre occurred, William Westmoreland demanded Chae Myung Shin[clarification needed] the investigation several times.[2] Chae replied the criminals were Viet Cong.[2] However, Colonel Robert Morehead Cook, United States Army inspector general concluded the massacre was conducted by the South Korean Marines.[3]
