Andrew Graham (born
June 20 ,1942 inPerranporth ,Cornwall ) is an academic and Master ofBalliol College, Oxford .Graham was born in
Perranporth ,Cornwall and attended Truro Cathedral School and then Charterhouse. He read PPE atSt Edmund Hall and graduated fromOxford University in 1964. He worked at the National Economic Development Office in the autumn of 1964 and then, from 1964 to 1966, at the Department of Economic Affairs, before becoming assistant toThomas Balogh , economic adviser to the Cabinet. When Balogh returned to Oxford, Andrew Graham became economic adviser toHarold Wilson , Prime Minister 1967-69. In 1969, at the age of 26, he was elected to a Tutorial Fellowship in Economics at Balliol. He returned to10 Downing Street as a Policy Adviser to the Prime Minister, 1974-76 and later, from 1988-1994, became economic advisor to the Shadow Chancellor of the Exchequer and, from 1992, Leader of the Labour Party, John Smith. He remained as a Tutorial Fellow in Economics atBalliol College, Oxford until 1997 and combined this with being a Member of the Committee to Review the Functioning of the Financial Institutions, 1977-80, a non-executive director of the British Transport Docks Board, 1979-82, and a member of the media advisory committee of the IPPR, 1994-97. With the help of a very substantial donation fromThe Shirley Foundation , he founded theOxford Internet Institute (OII) in 2001 and has been a Board Member ofChannel 4 Television and a Trustee of the Esmee Fairbairn Foundation. He is an elected member of the Council ofOxford University and a member of theScott Trust , which ownsThe Guardian andThe Observer . He is the son of the late author,Winston Graham .
